Delta Conveyance Project
The Delta Conveyance Project is being proposed by the Department of Water Resources (DWR) to modify the State Water Project (SWP) by adding new infrastructure in the Sacramento-San Joaquin Delta. The Delta Conveyance Project would require changes to DWR’s existing water rights for the SWP in order to authorize the addition of two new points of diversion of water on the Sacramento River in the northern Delta, which requires approval of a water right change petition from the State Water Board. This page includes information regarding the change petition and the State Water Board’s processes to consider whether to approve the petition and under what conditions.

Announcements
- On April 18, 2024, the State Water Board issued a revised notice of the water right change petition submitted by DWR for the Delta Conveyance Project. This notice extends to protest period two-weeks to May 13, 2024.
- On February 29, 2024, the State Water Board issued a notice of the water right change petition submitted by DWR for the Delta Conveyance Project. The notice includes details on how to protest the petition and the prohibition on ex parte communications.
- On February 22, 2024, the State Water Board received a water right change petition from DWR for the Delta Conveyance Project. Due to an expected need for a water rights hearing to resolve contested factual issues related to the petition, limitations on ex parte (off the record) communications regarding the project are now in effect.
