STATE WATER RESOURCES CONTROL BOARD MEETING

SACRAMENTO, CALIFORNIA

JANUARY 21, 1999

ITEM 12: OPERATOR CERTIFICATION AND TRAINING ADVISORY COMMITTEE APPOINTMENTS

DISCUSSION: The Water Code Section 13631 requires that the State Water Resources Control Board (SWRCB) appoint a nine-member Operator Certification and Training Advisory Committee (Advisory Committee) to assist in carrying out its duties regarding wastewater treatment plant operator certification and training. The SWRCB has maintained an Advisory Committee since the wastewater treatment plant operator certification regulations were adopted in 1972. The SWRCB regulations require that Advisory Committee members be appointed for a four-year term. The terms of five Advisory Committee members expired June 30, 1998.

Nominations were requested from those statewide agencies listed inthe Water Code Section 13631. At its August 26, 1998 meeting, the SWRCB appointed four members. A nomination for the fifth member has been received.

For the period beginning January 21, 1999 and ending June 30, 2002 and representing municipalities:

Fran Forkas, Water-Wastewater Superintendent, City of Lodi (Nominated by the League of California Cities)

POLICY ISSUE: Should the SWRCB appoint the nominated candidate to the Operator Certification and Training Advisory Committee?

FISCAL IMPACT: The Advisory Committee is not paid a salary and meets twice a year. Authorized travel expenses are budgeted within the existing program.

RWQCB IMPACT: None.

STAFF RECOMMENDATION: That the SWRCB adopt a resolution appointing the candidate to the Operator Certification and Training Advisory Committee.
